I have come across sites that allow down-loading of these programs. Doesn't MS pursue their copyright in protection of(javascript:emoticon(':wink:')
Wink)these programs or have they turned them over to the "public domain"?

Well, not with QBASIC, but with VisualBasic and QuickBASIC yes. becuase of the peoples power, although, they no longer file lawsuits (PDS sucks anyway)

My site was actually shut down for a month back in 1999 because I was distributing copyrighted versions of QuickBasic on my site -- and I wasn't even hosting them, just linking to another server that hosted them.

In recent years, though, Microsoft has really layed off on enforcing its QB copyright. Although QB is still copyrighted, you can consider it "Abandonware", meaning that the company isn't making any money on it anymore, so it's not in their interest to spend legal dollars to protect their copyright.
