Why can't I upload programs??

When I try to upload a program on this site, it says my account doesn't exist! What should I do?

I tried to upload and it said my account was disabled.

So what do we do now and how will we know iwhen it's working? I'm new so I haven't figured out how this site exactly works (I'm not the best computerologist but I do like to program and fiddle around with things I think I shouldn't touch
