Not only does it contain Qbasic, but its all setup as a boot image as well. See:

I find that if you download DOS 5.0 or higher, you'll get QBASIC.EXE and QBASIC.HLP which is Qbasic 1.1.

If you're lucky to still have a CD/DVD along with the corresponding writer and valid software, then you can make a bootable CD/DVD and use the downloaded image file as if it is a boot disk, and when it boots, it will appear as Drive A. But since today's systems are on different hardware, there is a chance that the CD-ROM drivers won't load nor be detected.
