they have door programs for this i beilieve, at least when i use to run a wildcat BBS, they did.... you could use BATCH stuff but its easier to use a door program i think one is called "doorstat" if i am not mistaken... which BBS system are you using? go here they can help i'm sure.... htt...

if your appending the file you can keep it open
but if your doing something else you need to
open/close it as far as i know in QB.

Yes i know water service can stop but why buy bottled water from shop instead of filling bottles from faucets? faucets might not work if your pipes burst or if there is flooding you might not be able to get to a faucet at all or during flooding sewage and stuff will could get into the water supply ...

The whole point of having prepared water is in case the water service stops. It used to happen a lot here in PR. Electricity still goes out pretty often too, so having candles or lanterns is a part of life here. exactly, during a mishap things possibly dont work right I.E...earthquake....power line...
